Job Description
This senior level purchasing position assists the Purchasing & Risk Manager in directing the operations of the Corporate Services Purchasing Division. In this position, you will perform independently, demonstrate strong supervisory skills and oversee storekeeping, stores inventory operations, asset disposal, shipping, receiving and related processes. You will prepare and issue competitive bid documents such as Tenders, Request for Proposals, Request for Quotations, Request for Expressions of Interest and review specifications for fair competition. You will plan, supervise and coordinate two subordinates and liaise with a variety of internal and external contacts.

Candidates must be enrolled in the Supply Chain Management Professional (SCMP) designation of the Purchasing Management Association of Canada (P.M.A.C.) and/or its equivalent and have substantially completed the certification process. A minimum of 5 years progressive experience in the field is preferred.

- Extensive knowledge of purchasing procedures, inventory, operations, and contract law;

- Ability to prepare specifications, bid documents and contracts for a variety of goods and services with the added ability to negotiate, monitor and administer same;

- Ability to evaluate and analyze price, quality, and service factors to determine suitability of supplies, services and commodities;

- Supervisory experience in a municipal organization at a Senior Buyer level;

- Must have excellent knowledge in the principles, practices and procedures of buying;

- Thorough knowledge of accounting procedures as related to the storekeeping functions;

- Able to organize and direct storekeeping and inventory operations, controls and systems;

- Able to evaluate quantity, price and service factors to arrive at standard costs of inventory and extended requisitions;

- Able to work with minimal supervision;

- Able to plan, direct and supervise the work of subordinate staff;

- Able to maintain an effective working relationship with user departments;

- Able to communicate effectively, both in written and oral format;

- Must be in possession of a valid B.C. Driver's Licence.
